1. Background of the program

Article 33 of the Constitution of Nepal includes the right to employment as a fundamental right. The Right to Employment Act, 2075 has also been issued to implement the same fundamental right. The Government of Nepal has announced to end the situation of any Nepali citizen being forced to go for foreign employment within the next five years by creating employment opportunities in public development works through the policies and programs and budget of the current Fiscal Year 2075/76. Programs and projects related to public development are run by thematic ministries and agencies under different levels of government. Thus, various agencies have not been able to give due priority to job creation while conducting development programs and projects.

The Right to Employment Act, 2075 provides for the identification and listing of the unemployed by establishing employment service centers at each local level and guaranteeing employment of at least 100 days in a fiscal year to the unemployed persons registered in the employment service centers. In case of failure to provide such minimum employment, the Government of Nepal is required to provide a subsistence allowance of fifty percent of the minimum wage of one worker per 100 working days to each unemployed family. Therefore, in order to ensure minimum employment for the listed unemployed persons, there is a need to create additional internal employment in an integrated manner by cooperating and coordinating in public works including commercial agriculture, irrigation, drinking water, river control, forest, tourism, transport infrastructure, and other public works. In such a situation, the Prime Minister's Employment Program is being implemented in a coordinated and planned manner to create a sufficient number of additional jobs in public works and other public sector programs of the Government of Nepal, State Government, and local levels.

By creating employment in this way, there will be demand for workers in public sector development programs and projects, and the supply of workers as per demand will be through employment service centers and a formal mechanism of labor demand and supply at all local levels will also be developed. Such a mechanism will also play the role of facilitating and coordinating the demand and supply of workers in the private, cooperative, and non-governmental sectors at the local level.

Under the Prime Minister's Employment Program, additional employment opportunities will be created in those sectors by coordinating and cooperating with private, cooperative, and non-governmental sectors. In order to reduce the gap between the demand and supply of workers in the market due to the lack of capacity and skills of the workers, capacity building and skill development training programs will also be conducted under this program. Arrangements will also be made through this program to provide special entrepreneurship training to the unemployed persons who want to become self-employed on the basis of their thinking, skills, and experience and to provide concessional loan assistance on the basis of the evaluation of the enterprise concept proposal. Apart from this, awareness programs including "Respect for Labor, Campaign for the Nation" will also be conducted nationwide to develop a culture of respect for work.

2. Long-term thinking of the program:

The long-term vision of this program is to achieve economic prosperity by making full use of the labor force in the country through the development of a competitive workforce with knowledge, skills, and abilities and the creation of productive internal employment.

3. Goal of the program:

The aim of this program is to end the compulsion to go abroad for employment by creating adequate employment opportunities in the country and developing a culture of respect for work.

4. Objectives of the program:

The objectives of this program are as follows:

  • To implement the right of employment as a fundamental right by guaranteeing minimum employment to all citizens.
  • To reduce the growing dependence on foreign employment by promoting internal employment and entrepreneurship.
  • To contribute to poverty reduction and social protection through remuneration for work.
  • To help to improve the living standard of the local people by building public capital through development works at the local level.

5. Program Strategy:

The following key strategies will be used to implement this program:

  • To use labor-intensive technology as much as possible in public works for the promotion of employment at the local level.
  • To coordinate inter-sectoral and inter-sector for employment creation.
  • To develop and supply manpower in line with the market demand through skill-based training.
  • To cooperate with private, cooperative, and community sectors in job creation.
  • To use employment-related information by regularly updating it through the establishment of an employment management information system.

6. Area of ​​the program:

  • This program will be conducted in the public sector activities at the federal, state, and local levels. The local level will play a major role in its implementation.4
  • The thematic ministries of the federal government, the ministries of the state governments, and the local levels will be responsible for the implementation of this program within their respective areas.
  • This program will be conducted through 7 provinces and all 753 local levels of the country. Minimum employment will be provided to the unemployed persons by giving priority to the use of labor-based technology in the public works programs at the federal, state, and local levels.
  • The major areas of employment creation under this program are roads, drinking water, sewage management, irrigation, energy, urban development, education, health, reconstruction, tourism, forest, community infrastructure, agriculture and cooperatives, information technology, environment protection, and climate adaptation or other employment opportunities. The area will be taken.
  • Minimum employment can be ensured by creating employment in the private sector, cooperative and non-government sectors besides the public works sector in collaboration with the concerned sector.

7. Program target group:

  • The target group of this program will be unemployed persons in the age group of 18 to 59 years and their families.

For this, it is necessary to establish an employment service center so that the citizens can easily access it. There is a lack of real and up-to-date data on unemployment and employment opportunities in Nepal and the details of internal workers are not up to date. In such cases, the employment service centers operating at each local level will collect data, keep up-to-date data on the unemployed, study and research employment prospects, support for employment, identification, and list unemployed, and coordinate and cooperate with employers. Encourage self-employment, increase the capacity of those who want to go for foreign employment, and distribute subsistence allowance.
    Capacity building and self-employment In order to promote self-employment for the unemployed people, the labor market needs a survey of workers, development of skills for employment, concessional loans, counseling, information, and information will be provided.
    Collaboration with the private sector in job creation Industrial development directly contributes to job creation, value addition of goods and services, and availability of goods and services. Therefore, industries and establishments need encouragement and support to create employment through sustainable and broad-based industrial development of public, private, and cooperative sectors. Through this program, keeping in view the role of the private sector in job creation, employment demand will be projected, training of workers for the development of the private sector, coordination and participation, and private sector entrepreneurs will be encouraged.
    Public works Based on international and Nepalese experiences, public works have played an important role in creating direct employment. This program will provide institutional capacity building to ensure employment in public works, disseminate information, assist in planning and implementation, coordinate programs run by various agencies, ensure employment target groups, and provide additional support to mobilize additional resources.
    Policy decisions and implementation The program will make necessary arrangements to create more internal employment by making necessary policy decisions for the implementation of the right to employment and the creation of internal employment
